Islamic laws are not responsive to the needs of a modem Islamic society. Yet, the flexibility of Islamic laws provides Muslims with an opportunity to adjust the insufficient inherited laws with recourse to a reliable technique of interpretation( the idea of regulated adjustment of Islamic laws ).

Consequently, Muslims came to the conclusion that either they should adjust the collection of inherited Islamic laws to accord them to the requirements of the modem times, or basically reject the Islamic values and refer exclusively to their practical reason. What the latter option brings to them is confined to what they would have possessed, had they maintained their commitment to the former option. Therefore, they would merely have deprived themselves from a complementary source for determining the appropriate rules of social cooperation. By maintaining their commitment to the inherited Islamic laws, not only can they still settle some disputes and removes some uncertainties, but also they can guarantee the continuity of their identity, which is crucial to their self- confidence, self- respect, spiritual happiness and growth. The worth of the latter cases is so immeasurable to them that they are not ready to leave them. Therefore, they reasonably chose to maintain their commitment to the inherited Islamic laws, which are flexible and adjustable( the idea of legitimate interpretation of Islamic laws ).
Therefore, in determining the appropriate rules of social cooperation, Muslims should resort to a reliable technique of interpretation of their religious heritage. Immediately, they encounter considerable disagreement on how to interpret the inherited collection of Islamic laws( the fact of inevitable disagreement ). In the absence of an inherently superior
