Since all men are equally the creatures of the same sacred God, all should equally be respected by enjoying a minimum level of dignified living standards. In addition, the availability to each citizen of a minimum level of dignified living standards is necessary for its crucial part in enabling citizens for meaningful and effective participation in public decision- making. Hence, equal enjoyment of a minimum level of dignified living standards is the result of both democracy and human dignity. Yet, above the minimum set of living standards, there should only be fair equal opportunity for people to develop their unequal endowments and talents. For economic efficiency necessarily requires inequality in wealth. Likewise, efficiency of organising social and political institutions requires differences in authority and power. Moreover, given that Islam condemns envy from the persons, there remains no rational ground for opposing inequalities in wealth and power.

One significant difference between religious democracy and secular democracy lies in a special attention, which should be paid to spiritual progress. What is recognised in secular democracy is confined to freedom of conscience and religion that legally guaranteed for citizens. By contrast, in religious democracy apart from freedom of conscience as a case of civil liberty, there should be sufficient opportunities and facilities for each citizen to move towards his/ her deserved spiritual progress. This requirement, which is conceived of as being a case of welfare rights, stems from particular religious definition of human nature and his/ her innate potentialities. Since man is conceived of as being God's creature and potential for spiritual reunification with Him, the most significant case of progress and happiness is moving towards Him. Hence, there should be sufficient opportunities and facilities provided by religious democracy for enabling citizens to crystallise this significant potentiality.
