Those working on reform must have the capacity and ability to do so, this is the most appropriate way that no one will doubt or dispute and will not bring conflict or tension. It is obvious that every issue has preparatories, and every result has reasons. One cannot expect an issue to be achieved through preparatories that outmatch it, nor can a certain result be expected from a reason that leads to the opposite. Dialogue preparatories in other countries include positive preparatories and some adjudtments and reform. As for the preparatories here, they are different from that.
